To use PayPal's payment processing, you must have a BUSINESS account. It will not work with a PERSONAL account.
When you log in to PayPal make sure you see this icon - this indicates you have a business account
If you have a PERSONAL account, you will see this instead, in which case you need to upgrade to a BUSINESS account.
